All vessels, their owners and agents, and all other users of GPA facilities, shall be held responsible for any damage to the terminal resulting from their use. GPA reserves the right to repair, contract for same, or otherwise cause to be repaired, any and all damages to docks, wharves, warehouses or transit sheds, equipment, rail or shop facilities, water, heat, and light fixtures – see Rule 5-003. GPA may detain any vessel responsible for any damage to GPA facilities until sufficient resolution and security has been provided for the amount of damage.
