GPA may quote special charges, rules, or regulations. When such charges, rules, or regulations are quoted, they shall be filed, if required, with the Federal Maritime Commission on or before the effective date of said charges, rules, or regulations. Such charges shall only apply to the applicable party. The special charges, rules, and regulations will apply to no other party unless agreed to by GPA.
