Vessel Charges
For any vessels calling at GPA’s terminals, the vessel oner, operator, or agents will be responsible for the payment of dockage, wharfage, and related charges. GPA does not hold the vessel owner, operator, or agent responsible for payment of handling or storage charges on breakbulk cargo discharged at GPA’s terminals; provided, however, upon receipt of written instructions from the vessel owner, operator, or agent, GPA will bill sch party for handling and storage charges. GPA reserves the right to hold the vessel, owner, or agents liable for payment of all terminal charges for shipments which have accrued including, without limitation, any cargo relocation or storage charges. Charges that are payable the vessel, operator, or agents, as provided for in the MTOS, will not be billed to any other party without GPA’s prior approval.
Handling and Storage Charges
- Import Cargo
When import breakbulk cargo is discharged at any terminals operated by GPA, handling and any storage charges will be invoiced to the bill-to party indicated on the delivery order. If the delivery order has not been created in the Terminal Operating System at the time of billing, the party shown as the shipper on the bill of lading will be the responsible bill to party. If the applicable bill to party has not established credit with GPA, the vessel owner, operator, or agent will be responsible for handling and storage charges, until the applicable bill to party has established credit with the GPA or other acceptable payment terms have been arranged. Cargo will not be allowed to leave GPA’s terminals until payment terms have been satisfied.
- Export Cargo
When export breakbulk cargo is received at terminals operated by the GPA, handling charges and any storage charges will be invoiced to the bill to party indicated on the dock receipt. The dock receipt will be the governing document as to the description and weight of the export cargo.
- Transshipment Cargo
Transshipped cargo will refer to cargo which has discharged at ports, other than the Ports of Brunswick, and then transported to the GPA’s facility by rail or motor carrier. The ocean carrier which discharged the transshipped cargo will be responsible for the handling charges for the GPA’s initial receipt and the storage charges for the first month, if any. Any additional charges will be the responsibility of the bill to party indicated on the delivery order provided the party has established credit with the GPA. If the bill to party has not established credit, the ocean carrier will continue to be responsible for all charges, until the bill to party on the delivery order has established credit with GPA.
- Incorrect Bill to Party
If a delivery order or dock receipt indicated an incorrect bill to party, the company responsible for preparing the delivery order or dock receipt will be responsible for ensuring that all charges are paid to GPA, and GPA will not be required to cancel and re-bill the correct bill to party.
Miscellaneous Charges
Other terminal charges such as, but not limited to, segregation, labeling, marking, weighing, etc., will be the responsibility of the same party that is invoiced for the handling charges unless otherwise agreed to by GPA.
