Dues and assessments levied by the International Seaman’s House, a schedule of which is on file with the Navigation District, are collected by the ocean carrier’s local shipping agent, not GPA. These dues and assessments represent the non-profit organization’s charges for cultural and recreational services and facilities that are available to all vessel seaman visiting GPA’s Ports.
