All firms involved in container maintenance (cleaning, repairing, or servicing) which conduct operations on GPA facilities shall register with GPA prior to undertaking such operations, and subsequently on July 1 of each year thereafter. In addition, such firms shall comply with the following:

     1.Provide GPA with copies of certificates of insurance covering operations on GPA facilities in accordance with the standards required.
     2.Mark and identify all vehicles and equipment to be used on GPA facilities and maintain such vehicles and equipment in good condition.
     3.Remove from GPA facilities all vehicles, equipment and material not currently being utilized and all scrap and trash resulting from operations on GPA facilities.
     4.Conduct all operations in accordance with GPA, Coast Guard, and OSHA regulations, and federal, state, and local statutes, and only within areas designated by GPA, and refrain from entering other areas without written permission from GPA.
